The Yolo Habitat Conservancy prepared the Yolo Habitat Conservation Plan/Natural Community Conservation Plan (Yolo HCP/NCCP), a model conservation plan to provide Endangered Species Act permits and associated mitigation for infrastructure and development activities identified for construction over the next 50 years in Yolo County. 

The Yolo HCP/NCCP replaced a project-by-project mitigation process characterized by uncertainties associated with timing, costs, and litigation with a one time fee that development and infrastructure project applicants pay to cover Endangered Species Act permitting. The 2023 fee for land conversion is $16,202 per acre. More information on this fee and the permit process can be found on the Yolo Habitat Conservancy's website
